But producers and processors are now facing serious pressure from trade disruptions, changing biofuel policies, and uncertainty in export markets.
Recent trade actions from China, uncertainty around U.S. biofuel policy, and ongoing tariff threats are putting pressure on Alberta farmers and the value-added processing sector. These challenges are creating instability at a time when many producers are already dealing with tight margins and market volatility. Alberta has worked hard to build a globally competitive canola industry, supported by major investments in crushing and refining capacity. We need policies that help protect and strengthen that investment here at home.
I urge you to support measures that increase domestic demand for canola-based biofuels and provide greater long-term certainty for Alberta’s agriculture and processing sectors.
These measures include:
- Support a national biofuel policy that eliminates the political risk of biofuel investment in Canada.
- Limit the use of foreign used cooking oil (UCO) as an eligible feedstock for biofuels production.
- Promote additional biofuels production through dedicated facilities, co- processing and the inclusion of Sustainable Aviation Fuel (SAF) to expand feedstock demand.
Alberta farmers and processors need stable conditions to remain competitive and continue investing in our rural economy. Thank you for your attention to this critical issue.

- Establish a minimum 10% renewable content requirement in the diesel pool by 2031, inclusive of biodiesel, renewable diesel and co-processed fuels.
- Require that fuels used to meet the diesel pool blend mandate be produced from North American feedstocks from Canada, the United States or Mexico.
- Incrementally increase the renewable content requirement in gasoline to 15% by 2031, inclusive of renewable gasoline made from co-processing.
- Create a pathway for Sustainable Aviation Fuel (SAF), by establishing a 5% blending mandate for jet fuel.
Alberta farmers and processors need stable conditions to remain competitive and continue investing in our rural economy. Thank you for your attention to this critical issue.

The Imperial Oil facility in Strathcona, Alberta, recently constructed the largest biofuel facility in Canada & will process about 2.5 million tonnes of canola seed equivalent per year, approximately 40% of Alberta canola production or utilize 40% of Canadian canola seed exports to China.
